Thomas Paine, Portrait and Quote, "Government, even in its best state, is but a necessary evil; in its worst state, an intolerable one." comes from Thomas Paine's The American Crisis, Number 1, published on December 19, 1776. The full passage reads: "Tyranny, like hell, is not easily conquered; yet we have this consolation with us, that the harder the conflict, the more glorious the triumph." This pamphlet was written during a dire moment in the American Revolutionary War. By late 1776, the Continental Army, led by General George Washington, was struggling. After early defeats, including the loss of New York City to the British in the summer of 1776, morale was low. Many soldiers were deserting, enlistments were expiring, and the army faced harsh winter conditions. The British, under General William Howe, seemed poised to crush the rebellion. Paine, who had joined Washington’s army as a volunteer aide, wrote The American Crisis to inspire the troops and the broader American public to persevere.
