Thomas Paine, Portrait and Quote, "Government, even in its best state, is but a necessary evil; in its worst state, an intolerable one." comes from Thomas Paine's Common Sense, published in January 1776. This pamphlet was a rallying cry for American independence from British rule, written during a time of growing tension between the American colonies and the British Crown. Paine wrote Common Sense to appeal to ordinary colonists, using plain language to critique monarchy and advocate for a republican government. The quote reflects his Enlightenment-influenced view that government, while necessary to maintain order and protect rights, inherently restricts individual liberty.
