General George Washington Reviewing the Western Army at Fort Cumberland by Frederick Kemmelmeyer depicts President George Washington reviewing troops at Fort Cumberland, Maryland, following the suppression of the Whiskey Rebellion in 1794. This moment followed the suppression of the Whiskey Rebellion, a major domestic uprising in western Pennsylvania against a federal excise tax on whiskey. Farmers and distillers violently resisted what they saw as unfair taxation by the federal government. The rebellion was the first real test of power for the newly formed U.S. government under the Constitution (ratified in 1789). Washington's decision to personally lead around 13,000 troops into western Pennsylvania was a bold move to show that the federal government had the right to levy taxes, and it would enforce its laws—peacefully if possible, by force if necessary. It was the first and only time a sitting U.S. president commanded troops in the field.
